My electric pump is not working and now my hand pump is not working. Are the 2 connected and is that why the hand pump isn't working?

Bit of grit in the filter and its a shurflo 4009, will try the pipes thing thoughWas the filter clear when you took it off? What type/make of pump is it? does the water flow ok with a hose hook-up? . If not then filters on the tap may be blocked
I would then disconnect the other side of the pump (the pressure side), turn on the taps and see if you can blow air through the pipe to confirm any blockages in the pipework

before you go running off to buy a pump. You also stated that your hand pump is also not working. Based on that it is more likely that something else is wrong.

Sounds more like a blockage or an air lock. You can prime the hand pump by putting the spout in a jug of water. There are probably also one-way valves in the water line. They can cause problems. You may need to start from the water tanks, pulling pipes off to ensure you have water flow.yep hand pump not working either... Its got me stumped!
Beware: Start of waffle....I agree @mikerezny . Any shared pipework must be a prime suspect
If you follow the breather hose back from the filler door to the tank you will probably find it has a loop in it that is filling with water as it sloshes around in the tank. This water prevents the breather hose from equalising the pressure in the tank. We had the same problem. The solution is to reroute or shorten the breather cable so that, as much as possible, it has no dips below the level of the breather outlet.i occasionally get an air lock from my rear tank.
If i take the breather off the spigot next to the filler and blow back towards the tank this has fixed it in the past.
