With the abolition of stamp duty on caravans, camper trailers and 5th wheelers, effective from 1 July 2009, the caravan industry in New South Wales made a positive leap forward.
Industry and buyers benefitted.
Good start by the New South Wales Government but more is needed. NSW is still the most expensive of Australia's duty free states in which to register a caravan or camper. Only the ACT charges higher registration on a Jayco Sterling caravan now that it has just dropped stamp duty.
In 2007 stamp duty on a typical Jayco Sterling caravan assessed on tare weight of the caravan registered for private use added $1350 stamp duty to a registration fee of $373 and produced a total of $1723.
This did not compare favorably with (no stamp duty) states like Victoria $48.80 registration South Australia $99, Queensland $142.55 and Western Australia $103.27.
Since 2007 the New South Wales registration on that typical Jayco Sterling caravan has risen at about 3 percent each financial year from about $373 to about $407 depending on tare weight and private use.
The RTA NSW website says 1505kg to 2499kg attracts the $407 registration charge. The RTA says the figures are indicative.
GoSee understands that the cost of caravan registration renewal in NSW is made up of the registration fee (currently $49) and motor vehicle weight tax. The weight tax reflects the damage that vehicles cause to the road network. Caravans pay the same rate of weight tax as other vehicles.
But NSW is trailing Victoria (2000kg caravan $37.40 from 750kg to 4500kg for 12 months), Queensland, (2000kg caravan $185.65 for 12 months) South Australia (2000kg tare 2500 GVM caravan City & Country $80 for 12 months) and Western Australia (2000kg tare $115.55 for 12 months) among the states which do not charge stamp duty.
It should also be kept in mind that initial registration often attracts additional fees. For example in Western Australia - $23.90 plate, $61 inspection and a transfer fee of $15.
But overall the NSW registration cost gap is significant in a direct comparison across the states and the ACT where stamp duty has been dropped from July 1.
It is certain that Australian RV buying and registration decisions are being coloured by this, probably with NSW buyers and sellers the losers.
ACT cancelled stamp duty from July 1 this year. The registration on a 2000kg caravan is now $464.34 for 12 months.
Tasmania is the only state still imposing stamp duty at 3 percent of the value of the vehicle plus (500kg to 4.5 tonnes $186.80 registration) Northern Territory follows suit with 3 per cent stamp duty on the value of the vehicle plus (1750kg tare 2000kg GVM caravan registered for 12 months $123.70.
So why not have a national approach to registration for all vehicles?
Truck drivers hold a national licence why not have a national system for all rego and licences with common pricing.
