Been a few new Starcraft's sold lately. Our spare is on the back of the van. Our 17.58 was as well although seen a few lately on the bumper

What are the defects?
The spare wheel bracket may separate from the bumper bar.
What are the hazards?
If the spare wheel retainer bracket separates from the bumper bar; there is a risk of the spare wheel and bracket falling off the back of the van, posing an accident hazard.
