water pressure...

This seems to be a topic that's been done a few times, I used my outside shower for the first time when away last week, it's useless just dribbles out. we were connected to mains and although ok in the sink the pressure was not poor for the shower.
It looks like the shower head just lets too much water out, like it needs to be a water saver head to build pressure and make it spray?
Many people have mentioned removing the valve behind the filler to get better pressure when on mains but it concerns me as we have a HWS and they do need regulated pressure im told and having just had the cold inlet valve blow off the HWS I am concerned about how I can increase pressure to use the shower properly without risk elsewhere.
Any thoughts here?
